. Introduction At the current stage of the society development, in the age of high technologies, the quality of the population life and the city formation largely correlate with effective management. It has a positive effect on the future development of the cities and increases its significance as of the managed mechanism, the criteria for which are becoming more complex (ethnic, socio-cultural, demographic, environmental, economic, etc.). The problem of managing urban infrastructure is being very relevant, since this management system is actively developing and has a close connection with the accelerated growth of the cities and their transformation into the urban systems (an unstable natural and anthropogenic system consisting of architectural and construction objects and of severely disturbed natural ecosystems). However, there has not yet been a radical change in the effective management of this process and in the knowledge of the laws for the development of the urban infrastructure. Therefore, some cities remain virtually unmanageable. The urban management system is a complicated system that includes the most complex various and multifunctional tasks. The tasks of managing this system are similar to those of managing the state in general. Their main difference is that they have restrictions on management in their actions, which are regulated in Russia by Federal regulations (Federal law No. 131-FZ of 06.10.2003 "On general principles of organizing local selfgovernment in the Russian Federation", decree of the government of the Russian Federation of 28.07.2017 No. 1632-R on approval of the program "Digital economy of the Russian Federation", "Basic and additional requirements for smart cities (Smart city standard)"). Based on the above-mentioned Federal standards, it is necessary to observe the legality and optimality in the management of the urban infrastructure. This means that the control parameters should be used, which will be aimed at the accelerated increase in the evaluation of the specified process flow criterion, i.e., obtaining the optimal system. The management of the systems of this kind should be under the constant and strict control, as well as developed in accordance with the scientific approach. This is due to the fact that the criteria for the development of the modern urban infrastructure are particularly rapid and contradictory. The rapid continuing high-quality and numerical growth of the urban systems and individual cities leads to the increase in social and economic problems. At present, the dynamic development of the urban infrastructure and its management is a great danger for the city administration. Because of the rapid development of the urban systems, it becomes unmanageable, which makes it necessary for the state to support various elements of the management of the urban, housing and transport systems. With active intervention by the government agencies, gaps appear in the city budget, as the cost of the state support increases, which, in turn, leads to the control weakening over the flow of the financial resources. Due to the critical situation of the government bodies, the city lacks the ability to function normally and use the available resources.
